An individual Broker is given permission by an Importer Organization to file declaration forms on the Importers behalf.  A Broker belongs to a Broker Organization.  Brokers perform Broker duties and file Customs documentation on behalf of one or more Importing entities.  Brokers cannot file any Lacey Act documentation through LAWGS by default.  Once a Broker has been authorized by an Importer Organization through the Broker Key Code process they will be able to file on that Importer's behalf.  In addition to filing declarations on behalf of an Importer, the Broker also has full access to the Importers templates and consignees and may create new ones.
